Schools ICT Procurement Strategy

Introduction


Schools ICT Sales Service currently supplies, installs, trains and maintains School ICT hardware, Audio Visual equipment, Software Licensing for Schools within North Yorkshire.

Over 92% of Schools currently purchase their ICT equipment from Schools ICT Services and 99% of Schools buy into our maintenance schemes.

We currently turnover £1.5 million per annum of ICT equipment, software and services to schools through our current suppliers.

 

Facts and Figures


  • We currently procure £1.45 million per annum of ICT equipment, software and services to schools through existing framework.
  • Over the past 10 years we have purchased approximately £14.3 million worth of ICT equipment, software and services (excluding specific Government Grants).
  • Approximately 10,000 PC’s, 2,000 laptops, 2,500 printers, 500 LCD Projectors, 500 Digital Cameras and many other products have been put into schools by Schools ICT.
  • Ensure easy access to a comprehensive range of services.

 

Why ?


After reviewing the savings made over the last 2 years we will utilising the existing frameworks e.g GPS and PRO5 frameworks to provide Hardware (Desktops, Laptops, Servers, Consumables, and Peripherals), Software and Audio Visual providers. These frameworks give access to a range of suppliers.

Over the last 2 years we have utilised these frameworks to provide goods and services, completing benchmarking reviews for each product category area; laptops, Desktops, Camera, Print, AV each term, thus maintaining a healthy competition across the frameworks. The procurement route allows the Schools ICT service to meet the needs of Schools while ensuring best value for money.

Schools ICT are confident that the existing framework(s) will provide excellent value for money while continuing to reduce Schools individual procurement and administration costs.

It is our intention to use these frameworks from June 2015 until June 2016, at which time a review will be undertaken.

By using established routes and products, and drawing on our experience, tells us the service levels to expect, and therefore reduces downtime for the end users.

e.g. Quicker resolution of support calls. Schools ICT Schools can be safe in the knowledge that they have purchased quality equipment.

Benchmarking and Reviewing performance is an objective measure of supplier performance which goes towards ensuring that the supplier maintains and where possible improves on the quality and prices that initially secured their status on the framework agreement.

A review meeting is to be held every 6 months with main suppliers to review their performance against the industry standard - This includes looking at standard quotations, purchase ordering, delivery, no. of DOA, maintenance of faults and technical support issues.

Product and market development– Suppliers help to keep us and Schools up to date with current trends and new technologies by holding regular seminars. Saving school time and giving confidence in the purchases through Schools ICT.

 

Effeciency Savings


As Schools don’t have to go through a tender exercise for each procurement using the Schools ICT framework they save time and money.

The single point of contact will save the school time and money, having only a local call cost to resolve any and all queries. Once the issue has been raised Schools ICT manage the issue to completion, updating the school as the issue progresses. Not having to chase up a supplier on a daily/weekly bases allows the teachers to deliver education. Any savings derived from these efficiencies will be re-invested in the Traded Service for the benefit of schools.

 

 Results


  • As a direct result from the benchmarking exercises Schools ICT will save Schools 8.3% from current prices. Approximately £120,000 will be saved per annum.
  • Supplier rationalisation – Reduction in supplier database. Cheaper overheads and administration costs
  • Schools don’t have to go to tender if they buy through Schools ICT. Saving time and money for Schools
  • Guaranteed route of support. All computers purchased through ICT have a 3 year on-site warranty and up to 5 years on-site if Schools buy into the hardware maintenance contract
  • Quicker resolution of support calls. Suppliers ICT knowledge is accessible to both Schools ICT and Schools
  • Schools can be safe in the knowledge that they have purchased quality equipment and that they have fulfilled all audit purchasing requirements
